Improvement Plans
Review Process
- Submit stamped, signed, and dated improvement plans to the Subdivision File Manager.
- Note: Improvement plans can only be submitted with or after the tentative and final maps.
- Pay plan review fee.
- A comment letter will be sent approximately 30 days after submission only if we require additional information. No letter will be sent if plans are approved.
- If the initial improvement plan is not approved a corrected improvement plan must be resubmitted via Subdivision File Manager. You will receive an email approximately 30 days after paying the resubmittal fee.
- Final approval of the improvement plan occurs when the following conditions have been met:
- All issues addressed, if any, per the comment letter
- Health district approval of the tentative and final maps
- Written approval from the sewer utility
- Written approval from the water utility
- Written approval from the Division of Environmental Protection for both the tentative map and the final Map
- Fees are paid
- Construction can begin only once the final map is recorded.
Improvement Plan Requirements
Please include the name of the tentative maps on all submittals.
Improvement Plans are reviewed against the applicable steps:
- Latest edition of the Uniform Design and Construction Standards for Water Distribution Systems (UDACS) that was adopted by the agency or other water agencies such as the Virgin Valley Water District who have not adopted the UDACS.
- Latest edition of the Design and Construction Standards for Waste Water Collection Systems for Southern Nevada.
- Lot count on the Improvement Plans matches the lot count on the Final Map.
- Provide/show utility easement(s) on the Improvement Plans that agree(s) with those shown on the Final Map.
- Provide/show connection of proposed sewer main(s) to existing sewer main(s) on the Tentative Map and Improvement Plans.
- Provide/show point of connection of proposed water main(s) to existing water main on the Tentative Map.
- Provide/show point of connection of proposed sewer lateral(s) to lots or services to condo units and commercial buildings.
Letter in Lieu of Improvement Plans
In certain situations, Improvement Plans may not be required. This usually occurs when the Improvement Plans have been previously approved by the health district and no changes are being made to the utilities by the current mapping process.
For example, amended maps with no new Improvement Plans being submitted, or cases where health district has approved the Improvement Plans, but more than one year has elapsed since the date of approval (and Final Map Mylar has yet to be signed by health district).
If an engineer’s letter in lieu of Improvement Plans is to be submitted, the following guidelines must be followed:
- The letter must be original and on company letterhead
- Owner/Developer must be copied
- Must be signed and wet stamped by the P.E.
- Must include one of the following paragraphs exactly as follows:
For Amended Maps:
“The initial improvement plans (water, sewer, storm drain) for [project name] that were previously approved by the Southern Nevada Health District have not been affected nor revised by this Amended Map.”
OR
For Improvement Plans approved over one year ago:
“The initial improvement plans (water, sewer, storm drain) for [project name] that were previously approved by the Southern Nevada Health District on [date of approval] have not been affected nor revised since the date of approval.”
