Nursing Development and Community Outreach Educator
Definition
The Nursing Development and Community Outreach Educator is a professional Registered Nurse who will develop and conduct continuing education and in-service training; will develop program curriculum; deliver programs of instruction; participate in research on public health topics and prepare concise and accurate written materials.

- Receives direction from Public Health Nurse Supervisor or higher level management staff.

- Coordinate and/or provide general orientation sessions for new staff.
- Plan, develop, conduct and evaluate in-service training.
- Maintain Health District’s certification status with State Board of Nursing as provider of continuing education.
- Identify and schedule training opportunities for staff to learn new techniques and orient to new equipment.
- Assist in the development and update of Nursing Division policies and procedures.
- Maintain a schedule of in-service presentations, continuing education and training opportunities.
- Coordinate and participate in educational and promotional activities (health fairs) that enhance the knowledge of the public and provider community regarding the availability of Nursing Division services.
- Develop and update the Nursing Division’s segment in the Health District’s Web Page.
- Participate in community based or neighborhood initiative meetings as assigned.
- Participate in Nursing Division surveys, studies and research.
- Prepare a variety of monthly and quarterly reports on program activities and operations and gather statistical data as needed or requested.
- Prepare and review written materials for community distribution
- Develop public information and act as a liaison to the media for special events.
- Coordinate in-house nursing and community training for bioterrorism preparedness.
Qualifications
Knowledge of:
- Adult learning theory including cognitive psychomotor and effective learning and teaching techniques.
- Principles and practices of training, motivation, decision making and goal setting.
- Principles of conducting surveys, training needs assessments and organizational assessments and interpreting their results.
- Lesson plan development.
Ability to:
- Utilize a variety of audio visual equipment, computers, and computer software.
- Analyze and interpret statistical data gathered from training participants.
- Relate and interact successfully with persons of various social, cultural, economic, and educational backgrounds.
- Prepare and present a variety of reports.
- Establish and maintain cooperative working relationships with a variety of managers, supervisors, and participants.
- Operate a computer and a variety of software programs.
Experience and Training Guidelines
Experience:
- Four years of experience in the adult training process which includes experience in planning, coordinating and conducting adult training.
Training:
- Bachelors degree or equivalent from an accredited college or university with major coursework in nursing or nurse education.
License or Certificate:
- Possession of , or ability to obtain, a valid NV State driver’s license.
- Possession of a Nevada State Nursing License.
- Possession of or ability to obtain a CPR certificate.
Conditions:
- All required licenses must be maintained in an active status without suspension or revocation throughout employment.
- Any employee may be required to stay at or return to work during public health incidents and/or emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.
