Waste Tire Hauler Program
A business or person who transports waste tires or materials derived from waste tires over the highways of the State and more specifically in Clark County, Nevada is required to obtain a waste tire hauler permit from the Solid Waste Management Authority.
Per the Solid Waste Management Authority Regulations, a “waste tire” means a tire that is not fit for use as a tire. For example, if a vehicle has a tire replaced at an automotive maintenance facility, the tire that is removed would be considered a waste tire as the automotive facility has deemed that the tire is no longer fit or safe for continued use.
While the definition of a Waste Tire Hauler is defined in the Solid Waste Management Authority Regulations and Nevada Administrative Code, not all haulers of waste tires may need a permit. In Clark County, Nevada, a permit is required when a hauler of waste tires picks up a waste tire or tires from a point of generation and hauls them to a site for disposal. For example, a vehicle used to transport waste tires to a facility or location that will accept the tires for disposal would need to apply for and maintain a Waste Tire Hauler permit from the Southern Nevada Health District.
Yes, if any of the following hauling conditions apply you are exempted from obtaining a permit:
- Persons who generate and transport their own waste tires
- Governmental agencies
- Persons who transport used tires to be resold or retreadable casings to be retreaded only
- Persons who transport tires through Clark County without loading or unloading tires in this state
- Persons who are directed by the SWMA to transport tires for disposal
- Persons who transport products made from recycled waste tires for sale or other distribution.

Note: An application will be considered incomplete if the attachments requested within the application are not included. A permit must be obtained at least fourteen (14) days before beginning operation as a waste tire hauler.
- A waste tire hauler must initiate a manifest to transport waste tires from the place he or she takes possession of the waste tires from a generator of the waste tires to the place where he or she deposits the waste tires at either a permitted waste tire management facility or a permitted disposal site.

- The waste tire manifest must include the following information:
- Name of the generator of waste tires
- Passenger tire equivalents or total tons of waste tires to be transported
- Name and permit number of the waste tire hauler
- Date of transport
- Destination of waste tires
- Number of tires sold for reuse; if any
- Signature of the generator of the waste tires, hauler of the waste tires and the operator of either the permitted waste tire management facility or permitted disposal facility.
- The permitted waste tire hauler is responsible for providing completed copies of the manifest with:
- The operator of the permitted waste tire management facility and/or the permitted disposal site.
- The generator of the waste tire (within 30 days).
- Submit a semiannual report to the Health District by August 15 and February 15 of each year.

There are two answers to this question.
- If you transport your own waste tires to a permitted waste tire management facility, then you do not need to contract a permitted waste tire hauler.
- If you do not transport your own waste tires to a permitted waste tire management facility, you do need to contact a permitted waste tire hauler to properly remove and transport your waste tires to a permitted waste tire management facility.
NOTE: If you generate waste tires in Clark County and you maintain a permit as a Restricted Waste Generator then you will need proof of proper disposal for all waste tires as they are considered a restricted waste. (SWMAR 4-3.02 (A))
Yes, it is illegal to contract a person or business to haul your waste tires if they are not permitted. (SWMAR 4-5.02 (A).)

Yes, if you maintain a restricted waste permit, you must show proof of proper disposal for your waste tires as they are considered a restricted waste in Clark County (SWMAR 4-3.02(A)) and these documents will be reviewed during a restricted waste management inspection.

- Complete an illegal dumping complaint form. Be sure to include any photographs of the vehicle, license plate information, specific dates/times, and any other identifying information.
